In accordance with the Law no. 20/2003 National Education System described in Curriculum of Undergraduate Education of Midwifery of Indonesia, Midwifery Education Program is one part of educational institutions of the University that organizes academic and professional education programs. In academic programs, it is directed to produce a midwifery scholar who is able to conduct research as one of the roles in his discipline of science. Learners are required to be able to improve science through its research and development.
Based on the competency standards of Midwifery Graduates, each Midwifery Education Institution, must teach the principles of scientific methods and development of fact-based obstetrics, including skeptical, critical, analytical and innovative thinking applied in the curriculum. The curriculum should include learning materials and strategies to train students in scientific thinking, provide students with the right research process, and can be an effort to solve public health problems, especially maternal and child health. Therefore, the Midwifery Education Program has required the final project of research (thesis) as a requirement to graduate bachelor degree. The provisions come into effect since the first bachelor candidate (2011).
In addition, based on the Circular Letter of Higher Education no. 152 / E / T / 2012 on the Publication of Scientific Works for S1 / S2 / S3 graduates, so as an effort to follow up the Circular Letter, Airlangga University issued Rector Regulation No. 4 / UN3 / PR / 2013 on scientific publication. In the regulation, Article 4 states that every research result of undergraduate, graduate, and postgraduate students must be disseminated except that the research results are confidential, disturbing, and / or harmful to the public interest. Furthermore, if Article 4 is not implemented then explained in Article 7 that explains that every student who does not complete the learning process and academic responsibilities referred to in Article 4 will result in academic sanction determined by the university in the form of postponement of graduation. On that basis, the Study Program of Midwife University of Airlangga from 2013 enacted the provisions for graduate degree programs and the profession of midwives should produce papers published in scientific journals.
