The Midwifery Education Program is one of the higher education programs run by the Faculty of Medicine, Airlangga University. The foundation of the founding of the Study Program is based on the public demand for improving professional midwifery services and referring to the policy of developing health workers in Indonesia as listed in the National Health System (SKN).
Since midwife education in Indonesia from 1856 until 2005, there is no Bidan education institution that produce midwives with academic degree of bachelor and profession, then in December 2005 Faculty of Medicine of Airlangga University together with Ikatan Bidan Indonesia (IBI), formed a working group (Pokja) to discuss the implementation of the Midwife Education program. Furthermore, the Working Group faces the Dean of FK and Rector of Unair about the plan to open the Midwifery Education Program.
In the framework of socialization of the opening of Education Program of Midwife, on November 8th 2006, held at room A Session of Faculty of Medicine Universitas Airlangga Surabaya, held National Seminar and Workshop ( National Conference Development Model of Midwifery Education in The Future </ em> ) organized by the joint committee consisting of the Faculty of Medicine Airlangga University, Nursing Science Program (PSIK) FK Unair and Auckland School of Midwifery Auckland University of Technology (AUT) New Zealand and the Indonesian Midwives Association (IBI) Head of Center for Education and Training of Health Workers of the Ministry of Health of the Republic of Indonesia (KaPusdiknakes MOH), Rector of Unair, Dean of Faculty of Medicine UNAI, Chairman of Central Board of Indonesian Midwives Association (PP IBI), Chairman of Obstetric and Gynecology Association of Indonesia (POGI) of East Java and < Director of School of Midwifery </ em> AUT New Zealand. The next step is the working group to hold consultation meeting with the head of midwifery department of Dr.Soetomo-FK Unair and POGI, led by Siti Pariani, dr, MS, MSc, Ph.D to discuss the follow-up of establishment of education institution of midwife.
Based on Government Regulation No. 30/2006 on the establishment of Airlangga University as a State Owned Legal Entity (BHMN), especially Article 32 paragraph 3 which reads: “The establishment, merger and dissolution of the Faculty shall be conducted by the Rector, after obtaining the consideration of the Academic Senate and the approval of the Guardian Council Amanah “then the Faculty of Medicine Airlangga University has been appointed by the Rector of Airlangga University to conduct the Midwifery Education Program by Decree number 4311 / J03 / OT / 2008 on the Opening of Study Program at Airlangga University on March 10, 2008. The Midwifery Education Study Program from two programs, namely academic programs and professional programs.
